Open data needs to be technically and legally open, and ideally available in bulk in a machine-readable non-proprietary format so anyone can access and use the data using common, freely available software tools. It should also be available and accessible on a public server, without passwords or firewall restrictions. 

Data providers need to take decisions regarding the legal openness of their data when making it available to the public. This webinar aims to explain and discuss what openness entails from a legal perspective, and how it can be achieved optimally. The goal is not to provide purely theoretical legal training, but also to identify best practices and resources that data providers can use to achieve openness and to realise when openness cannot be achieved.
